Getting out of the quagmire  SUKHDEV SHAH, RepublicaTake note! The following is an open discussion of a Pinochet moment for Nepal — which would not just be a military coup but also (inevitably) the creation of a death squad regime aimed at the massive decade-old revolutionary upsurge. Such a coup would require Indian and U.S. support — and this article is an ominous “trial balloon.”

    The Singapore deal

....in a report that appeared in Jana Aastha vernacular weekly, it is written that on the same evening that Dahal had arrived in Singapore, an Indian professor SD Muni had hosted a dinner at his residence in his honour. The Weekly has described the real story of Dahal-Muni meeting which has been given bellow:

Indian Professor S.D Muni had urged Unified CPN (Maoist) and the Nepali Congress to move ahead and form an alliance.
Prof. Muni said that India would not be able to render any influence if the two parties joined hands. The suggestion came when the Professor invited Maoist chairman Pushpa Kamal Dahal Prachanda and Congress central member Dr. Shekhar Koirala for a cocktail dinner.
Professor Muni is staying in a rented flat in Singapore teaching in a university. He invited Shekhar Koirala and Maoist chairman Prachanda on the very day the latter reached Singapore to meet NC president Girija Prasad Koirala undergoing treatment. Prof. Muni said, "You guys always scold India."
"New Delhi blames me of being supportive of the Maoist. What are you waiting for in such a situation? If you join hands, New Delhi will not be able to do anything. Delhi will surely be provided a space to play if you do not go together. There is no reason for being afraid of Delhi," Muni said.
Due to this statement, Prachanda became so much excited that he claimed that the current government would be toppled down as soon as he stepped down at Tribhuvan International Airport. According to reports, Shekhar had expressed bitter memories of the past to Prachanda, taking advantage of the opportunity. He had said, "You (Prachanda) have made a mistake by not placing Sanububa (Girija) in the right place. This is the result of that mistake." Shekhar referred to the Maoist’s historical blunder of not letting NC chairman Koirala become the first president of republic Nepal. S.D Muni also supported Shekhar's statement.

"We are ready to give space to the Maoists, but so many of our leaders do not agree," he said. In the course of the discussion, Shekar also added, "The President did make a mistake, but I cannot say this openly because it will be damaging for us," he said. In the presence of his wife Anuradha, who kept on moving in and out of the kitchen and the room, Muni in Hindi language made a bitter comment about the current government and encouraged the Maoist party. According to a source he said, "This is an artificial government. A national government must be made now.".....

    Seven-point agreement?:
The UCPN-M and NC leaders are denying any possible secret deal between Girija and Dahal in Singapore. UCPN-M leader Krishna Bahadur Mahara, who was also accompanied Dahal, declined any report on any secret deal between the two leaders. He also denied any deal was struck. Likewise, Dr Sekhar Koirala and Deputy Prime Minister Sujata Koirala have also denied such a deal being made. According to Khabardar, a vernacular weekly, the seven-point agreement include: Asking the President to accept his mistake. If he denies to do so, humiliating him and compelling him to tender his resignation.
After resignation of the President, from the support of UCPN-M and UML, electing Girija to the post of President.

Under the initiative of Girija, toppling down the Madhab Nepal led government and electing Dahal as the new prime minister. Providing Sujata the same status she is enjoying in the present government.
Girija, after becoming the President, will have to make efforts to make better the UCPN-M’s cold relations with India. Using Prof. SD Muni and KV Rajan to improve Maoist’s relations with India. UCPN-M to allow the House to run for several days to endorse the budget. Scrapping the 12-point agreement reached in New Delhi and endorsing another agreement for timely drafting of the constitution.
Drishti vernacular weekly of Tuesday has also published those points of agreements.

Although all have denied such an agreement was made, according to Sanghu vernacular weekly, Girija’s personal security PSO Mahendra Marashini has been suspected of making public the document of the secret agreement and visual CD of the same. Former home minister and NC central committee member Govindaraj Joshi has also been dragged in this scandal. According to rumours in the NC, a CCTV was set by Marashini under the instruction of Joshi and the CD distributed to the journalists was recorded from the CCTV. ...
Even if the seven-point secret agreement is false propaganda, the Girija-Dahal agreement for formulating a high-level political mechanism under the leadership of Girija is an effort to cut-down the powers enjoyed by the present cabinet led by PM Nepal and to rule the country from behind the curtain.
